Detectives Benson (Mariska Hargitay) and Stabler (Christopher Meloni) search for the killer of a young gay man whose father (guest star Jerry Lanning) heads a conservative watchdog group, but when they suspect a violent ex-convict (guest star Stephen Beach) who lives in the same building, they are in for a shock. In addition, Benson resents Munch's (Richard Belzer) attempts to help her find her father -- a stranger who raped her mother decades ago. Dann Florek, Michelle Hurd and Dean Winters also star.

The Machine assigns Root to seek out a janitor with a mysterious past, but when her very presence puts his life in danger, Finch also receives his number.

There's a shooting at City Hall; Councilman Clarence Clark is killed and a water inspector, Ron Tabachnik, is injured. It's assumed Clark was the target, so Briscoe and Green start their investigation by talking to the security guards. They suspect the shooter was a "regular" because "regulars" were allowed to bypass security, and the shooter did just that. The Detectives believe Clark's most recent opponent, Sonny Rodino, could be the shooter, but he had an alibi which checks out. Then they realize there was a meeting taking place that very day, consisting of people upset about their water bills, and they now think Tabachnik was the target.

The NCIS team investigates the murder of a petty officer who was in town to help a refugee family being recruited by terrorists. Also, Wade works on the special election campaign for Mayor Zahra Taylor that takes place during Mardi Gras. Amanda Warren guest stars.

A crooked officer's murder puts the detectives on the trail of an obsessively clean doctor (Andrew McCarthy) whose previous girlfriends have a strange disease.
