When Danny learns from Nicky that there's a deadly new brand of heroin hitting the streets, he begins an all-out manhunt for the distributor. Meanwhile, Frank pulls out all the stops to assist in getting the drugs off the street.

Frank, the Mayor, Erin and the DA's office contend with public outrage after a grand jury doesn't indict an NYPD officer for the controversial shooting of a teenager that was caught on video. Also, when an officer is shot in what seems like retaliation, Danny and Baez go on a manhunt for the suspect.

When a key witness in Danny's case is killed just before testifying, Erin angers Danny by enlisting Anthony (Steve Schrippa) to help him find the killer. Also, Robert Lewis (Michael Imperioli) tries to force Frank to publicly support the Attorney General’s investigation of the use of excessive force by police, and Eddie and Jamie get the call for an attempted suicide.

After a woman voices her outrage regarding the NYPD's inability to find her son's murderer, Danny reexamines the case, upsetting the original detective, Erin, and Anthony, who didn't pursue the case due to lack of evidence. Also, Eddie is shot while on duty; Erin and her ex-husband, Jack (Peter Hermann), face off in court; and Frank contends with an angry police force when Mayor Dutton (Lorraine Bracco) fails to defend them at a press conference.

Jamie and Frank oppose each other's viewpoints over the public's treatment of cops after rowdy teens pour water on two rookies. Also, Danny and Baez investigate a man who preys on the elderly, and Erin is forced to admit her wrongdoings when Jack (Peter Hermann) brings her an old case and claims a man she put away was falsely convicted.
