Following the death of a 10-year old girl the intelligence unit have one option to gain access to their suspect, go on the inside. Ruzek (Patrick Flueger) and Atwater (LaRoyce Hawkins) act as inmates to work the case from the inside. Outside prison, Voight (Jason Beghe) and Olinsky (Elias Koteas) follow-up on a good lead to answer some questions about the shooting. Meanwhile, Burgess (Marina Squerciati) and Roman (Brian Geraghty) show three boys around district thinking they are part of the Police Explorers program, only to realize that’s not quite the case.

When a car plows through a crowd of concert goers and gunfire erupts, Lindsay (Sophia Bush) and Ruzek (Patrick John Flueger) are on the scene. Unsure of the motive and concerned a terrorist group may be responsible, Voight (Jason Beghe) orders in Homeland security, customs and the F.B.I. to assist. At the same time, Burgess (Marina Squerciati) spots Atwater's (LaRoyce Hawkins) brother, Jordan (guest star Ahmad Nicholas Ferguson), out where he shouldn't be. The team use their connections to throughout the city to bring some peace to the community before more blood is shed.

With the escape in motion, Michael, Lincoln and the inmates take flight outside the prison walls, risking life and limb to evade capture. Warden Pope and Captain Bellick embark on a relentless pursuit to capture the escapees; the Vice President fears she will lose her command as well as her life; and Veronica tracks down the most significant piece of evidence to prove Lincoln’s innocence.

Lucious continues to run Empire and discovers some of Andre’s business missteps by way of Kelly Patel (guest star Pej Vahdat). Meanwhile, Cookie tries to relaunch BossyFest but is met with major obstacles from the ASAs. Also, Hakeem and Maya’s unlikely partnership proves to be beneficial and Becky celebrates her birthday.

As Kane’s mental faculties deteriorate to a new low, Sentinel editor, Sam Miller, is about to break a story that will destroy him. But unbeknownst to Kane, Kitty is the true threat as she decides where her loyalties lie. As the odds stack up against Kane, he will be forced to reveal the unthinkable to stay on top.
