Erin and Frank clash over new legislation from the district attorney’s office that undermines Frank’s policies. Also, Erin is at odds with Governor Mendez (David Zayas) over questionable sex-trafficking laws; Danny risks his badge to protect a friend from losing his; and an accident on the job forces Jamie to question whether he’s ready to be a sergeant.
When Erin is stalked by a man who was recently released from prison after serving 12 years, she enlists Anthony and Danny to investigate her office's role in his sentencing. Also, Jamie works to save his badge when he is caught driving under the influence after he is unknowingly given drugs at a party, and Frank navigates multiple family issues as he deals with a troubling medical diagnosis for Henry, as well as Jamie's DUI.
The Reagans confront hard choices on the job when Frank deals with a police captain who's losing his grip over his precinct, and Danny faces backlash from the Baez and Internal Affairs over a tough call he made in the field. Also, Jamie and Eddie are shown the ropes of field crisis management when a social worker is assigned to them for a ride-a-long, and Erin weighs the consequences of a dangerous criminal's release under new bail laws.
Danny and Baez work with Texas Ranger Waylon Gates (Lyle Lovett) when they are put on a case to find the Lone Star Killer. Also, after Eddie's partner, Officer James Addison (Justin Cunningham), mistakenly shoots an undercover cop, internal affairs accuses Jamie of not supervising properly, and Frank speaks with Officer Addison about why he shouldn't turn in his shield.
As Bane enacts his final plan for Gotham’s destruction, Gordon rallies his former enemies to save the city. Meanwhile, Nyssa al Ghul (guest star JAIME MURRAY) kidnaps Barbara’s newborn daughter, with ambitions to raise her as her own. Then, Bruce’s decision to leave Gotham points him to his destiny, while devastating Selina.
