Carlos Torres is found dead in his jail cell and had only been there for eight hours. The murder is initially thought to be gang-related but the Medical Examiner explains that he was sodomized, rupturing his colon, and the attack happened while he was in police custody. Detective Benson (Mariska Hargitay) and Detective Fin (Ice-T) are dispatched to retrace Torres' whereabouts before he was brought to Rikers, and he was at the 26th Precinct and their first stop is questioning officers, Les Cooper (Terry Serpico) and Randall Grant (Jason Catalano). Their supervisor says Cooper is dangerous and likes to rough up suspects, so Benson and Fin find the two cops. There was a third cop that night, Luke Edmunds (William Mapother), who was hit in the head by Torres and he is out on medical leave. All indications are that the cops arrived at a local gang hangout, found Torres then roughed him up.

Arnold Zachary, owner of a successful clothing factory, is found beaten to death in his office. Even though he ran a "sweat shop," he was much more pleasant than most bosses and his employees were not disgruntled. A security tape shows the killer arriving and leaving but it's difficult to see his face. But Detectives Briscoe and Green canvass the employees to see if there were any problems. One of his workers, Maria Villanueva, just had a baby and had a longer than usual maternity leave. They talk to her and Briscoe holds the baby, who drools on his shirt, therefore supplying the DNA to determine the victim is the baby's father. Now they think Maria's boyfriend, Miguel Comacho, is the killer for obvious reasons. They pick up Miguel and his English isn't very good but he's still mirandized in English and then confesses to killing Arnold.

When convicted mass murderer Leon Vorgitch (guest star Craig Walker) kills two prison guards and escapes from prison, Detectives Ed Green (Jesse L. Martin) and Nina Cassady (Milena Govich) rush to apprehend him but not before he ruthlessly murders two more innocent people. With Vorgitch already serving seven life sentences, District Attorney Arthur Branch (Fred Dalton Thompson) urges A.D.A.s Jack McCoy (Sam Waterston) and Connie Rubirosa (Alana De La Garza) to expedite the process and push for a guilty plea, but Vorgitch doesn't bite as an extended trial only means a delay in his transfer to a maximum security prison - and more time for him to escape. McCoy is then left with little option but to ask the judge to bypass the law and authorize a death penalty case. S. Epatha Merkerson also stars.
