Philippe Erlanger, a senior civil servant in the French Ministry of Education, journalist and art critic, was enraged by the prize list of the Venice Film Festival, which had been taken over by the fascist and Nazi regimes. He wanted to set up a counter-festival that would act as a cultural bulwark against the upcoming barbarism. Jean Zay, Minister of National Education, joined him in his project.
